1. Take notes in the margins
He mentioned concentrating while reading books is important. Meanwhile, it's of great importance to understand the content and taking notes in the margins helps you to check yourself whether you're really having good comprenshion. He sometimes takes a lot of time taking notes when he cannot agree with the opinions of the author, so he is like "oh please tell me that I can agree!"

2. Don't start what you can't finish
It seems this is just Bill's faith when it comes to reading. Is it because of sort of accomplishment? I am guessing so because I am that kind of person. But other people also treat books, especially non-fiction, as a source of information. They will not start from the first page. Instead, they look through the content (agenda) of the book and try to retrieve information by going straight into a specific chapter. I think both methods should be adopted nowadays to use in different situation.
